Probably. I tried it yesterday but used a worse tool that couldn't handle all cases. This tool works better (set "encode with" to shift_jis and "decode with" to utf-8) https://string-functions.com/encodedecode.aspx but I don't have the text I transcribed anymore.

As someone who reads both some Chinese and Japanese, that looks nothing like a real script and more like some Asian language text that got the encoding wrong on a computer and ended up as gibberish.
Although it appears some people above have solved what the "correct" encoding of that gibberish was.
