I fixed the frametime problem and you wont like it.
It seems to come from later intel series CPUs (12000 series onwards). These CPUs come with performance and efficiency cores. When intel released them several games had problems with this design and were fixed over time.

The solution is disabling efficiency cores in your bios until we get a patch fixing this. Simple as that.

I tried disabling e-cores with process lasso which only made it worse and since i saw people reporting the 'same' problem on all kinds of cpus including amd i shrugged it off. i should have known better since ppl still cant distinguish stutters from lag and how long others claimed not seeing more than 30fps..

since the game does seem to come with problems that nioh 2 had at release and fixed with later patches, it kinda makes sense that this solutioun would be this. mouse was appearently unuseble, it didnt come with dlls either, etc.

well there you have it. dont ask me where it is in YOUR bios.. it was in advanced cpu settings for me by allowing per e-core settings and then disabling them.

small edit after some more feedback: this wont solve ACTUAL stutter. this also will most likely not improve fps
this is about frametimes/framepacing which makes the game feel unsmooth with "slowmo".

That's just Placebo effect. It happens on AMD CPU's also. It has shader compilation issues due to Unreal Engine 4

no it is not. LITERALLY not. STUTTER was never the problem. leaving alone that this game is NOT in the unreal engine. please stop spreading misinformation.

this also did not work for me. its not like i dont make fun of hillarious bs "solutions" so i kinda get it. also never had this issue with any other game.

BUT. if you have frametime/pacing issues, and that 'fix' with vsync and 3rd party frame limiting did now work for people, try this. its not like it costs more than a minute to test.

I get terrible frame times on my 5900X as well, I don't think it's Intel E/P core related.

RTSS cap to 60 helps a lot though (demo).

It's not shader compilation, the frametimes never stabilize even if you stay in the main menu or starting area for an hour. It's not just intel either, amd has the same problem.

Doesn't maintain 60 fps, frametime spikes all over.

Perfect 60 fps.

Edit: I'm not saying there may not be an additional issue on intel cpu's though so try OP's solution anyway if framerate cap doesn't do it for you.

Disabling E-Cores definitely worked for me. No more slow motion.

there you go, and it didnt cost you anything to try. im dont know why ppl keep persisting that this is placebo or not the fix for that specific problem.

The game only has bad frametimes if I use 120hz mode. If i use 60hz and cap it to 60 in RTSS it's smooth.

Didn't mean to imply your solution doesn't work. Just letting people know this isn't the only possible cause and solution.

Any game that runs in DX12 can potentially suffer from shader compilation stutters, it's not exclusive to Unreal Engine.
And this game does suffer from stutter outside of its busted framerate cap, although it seems to be related to data streaming more so than shader compilation although it is kind of hard to tell.

there is stutter. it's not ue4 but it definitely has shader comp stutters that happen the first time any new attack/move happens.
