EDIT: Scratch that, that's layered weapons, layered armor unlocks somewhere close to the end of base game, specifically Hunter Rank 8, and then more in Sunbreak.
Adding to this. You unlock Layered Armor for base game armors after you beat the final boss of the base game. After that, every quest that is HR 8 or more will give you outfit vouchers that you use to unlock them. And then after the final boss of Sunbreak, every special quest (not gonna spoil it) that you complete after defeating it's final boss will give you Outfit Voucher+, which are used to unlock MR Layered Armor
Also the best melding pot of base game won't unlock until after your HR7 urgent, and similarly you won't get a better melding pot in master rank until after your MR6 urgent.
I also want to add that most* of the armors look worse than the ones in World too though.
The armors use the exact same models if they also existed in world
Not true, many in World / IB had multiple sets, as many as 3 unique armor sets per monster...
