Gathering Hub - Guild Master Hojo Area Question (Quests)

but her twin sister is sitting on a bench in the Steelworks

If I'm playing single player should I only be focused on quests from the Steelworks? I"ve completed a few from the Gathering Hub already but got the impression they were intended for multiplayer.

Hub quests are also single player scaled as well.
If you've already done some Gathering Hub Quests, I'd say just continue it, as going back to village quests would be pointless unless you want to see the story and/or finish all quests.
Village quests do have a skip hub 1-3 quests as well, but you'd have to progress linearly

if you want to miss all the dlc content from basegame you can stay at the steelworks.
you won't find chameleos, kushala or teostra over there.

Steelwork quests are singleplayer only and much easier than Hub. They are meant to ease you in.

You don't have to do Steelwork quests but you DO have to do Hub quests for progress. Doing Steelwork will also allow you to get a headstart in Hub with better gear.

When you're in low rank you can choose to play either village (solo only) or gathering hub (solo or multiplayer) quests. They both follow the same story content, and gathering hub does scale down if played solo, but will still be too tedious if played alone. Considering that no one plays low rank hub quests online anymore, unless you have a group of friends willing to play low rank coop with you, just play village instead. Once you're done with village, you'll get 3 special quests that will let you jump straight into high rank hub (there's no high rank village).
