Both people need to buy?
Do both people need to buy the game or is one able to play the game when joining the host who has the full game?

Would they still need to buy two copies if those people shared libraries and had access to each other's games?

I believe you would both have to buy. I think in shared libraries can't run the same game at the same time.

Technically depends on whether the multiplayer works with Steam in offline mode.
If the legacy networking choice also leverages Steam, and there's no hidden fallback, then I'd wager it can't work.

Yeah both is Steam.

Hi, all players need to own the DLC in order to play.
