I've finished every collection in the museum, but the aquarium still registers as incomplete

Pretty much what the subject says. I've finished every collection in the museum. The guy at the desk tells me the aquarium only has, I think, 83 out of 109 fish (roughly), and the museum is 90% complete. I was really really looking forward to museum completion. Is there any way to get the game to recognize it's complete?
