Why aren't dates playing?

I get the quests "meet X character out side of X place at X time", I show up to X place at X time but X character isn't there with a "?" above their head. I've gotten a few dates to play but some of them just wont, like Nathaniel and Anne's first date wouldn't play and the doctor's 2nd date wouldn't play either

This happened to me with Iris's date quest in Nelvari. I wasn't sure if it was due to one of the update patches, or something else. Really frustrating because I definitely arrived there before the time and waited, nothing happened.

when is the next day it still says to meet them tomorrow so it is impossible for me to go on the date
