Thing is... Maybe you are actually experiencing a bug?
It only takes one full heart to get access to an NPC's home, even if they are romancable. You can usually get a full heart with an NPC just by having a good conversation with them and gifting them something just a bit "nicer" than apples. I haven't run into anyone who reacts poorly to being gifted something I cooked, even if it wasn't one of their favorites.
(Also... Liam likes coffee, cookies, flour?, and chef hats - most of which is a fair bit cheaper than havenite.)
Regardless, NPC that spends 2 days out of 3 at home and is a quest-giver looks like problem, even if I managed to catch her on the last day of quest.
Either way, I only mentioned his likes because they're cheaper than havenite. That's also why I suggested cooked meals and conversation as a potentially cheaper method of getting a heart. You don't need havenite or illegal wiki knowledge, just a desire to befriend your neighbors.
Anyway, I was just confused at first because it sounded like you needed more than one heart to get into his house, but it seems that's not the case. So yeah, like I said before, I definitely agree that NPCs spending too much time in their house is a problem.
