Also noteworthy: have you made sure your drivers/OS is up to date, have you tried verifying integrity?
This does sound like a local issue, because a lot more people would be complaining if it was an actual problem with the game.
That being said, my "fix" was, to delete all my saves, its okay if the game still registers that there's save files, it just being weird. Then quit the game, put my steam on offline mode. Start the game, make a new game and new character, and never skip the intro. Then the game is kinda "fixed" because now my old saves actually gone from the game even when I go to online mode.
And apparently, my friend that has similar issue (hers was only the fact that she couldnt make new game, she can delete old saves normally) followed my last step, which is not to skip the intro. In her case, whenever she skips intro, the game randomized the character instead and there's no equipment being given nor a home, hence why she cant really make a proper new game.
I do still think something must still be wrong on my end, with my game/steam cloud in terms of save data, considering I need to do all that jazz to delete my old saves, but hey at least I can play the game normally now.
I dont know if your issue as similar as mine, or maybe if you only need to do the last step like my friend did, to never skip the intro. Hope this helps you.
