Help! I can't start a date with Shang

I already have 10 hearts with Shang. But he never asked me out on a date, there were no quests with him. Although 1 year of the game has already passed. Is there any way I can fix this or is it a bug? :(

if you have 10 hearts you can try and give him a love letter from town hall and see if he excepts. Then opens next set of hearts and when full you give engagement ring.

But that's if I want to marry him. And I won't be able to go on a date with him? :(
