Where are the puffer fish?

Iv been doing a bunch of fishing so I figured Id snag a quest to get a puffer fish but I actually havent gotten one. Iv mostly been fishing on the southband/beach in SunHaven which i figure is an ocean(especially with the squid cameo) but no dice.
Is it just bad luck or do they spawn somewhere specific?

I don't 100% remember but probably ocean, probably rare

The Ocean, off the pier. And very rare...
