If you want big content mods, you need big content modders to get interested in working with SH
I would be happy to dig in and get started (though I won't have any mods uploaded any time soon). I have made mods for CK3, MGT2, Civilization series, CK2, Cities Skylines. My modding skills are generally limited to text file editing with Notepad++. I do not know any coding languages, though I am able to glean all the files and use common sense.
I am just looking to see what the overall state of things is in this department. I have a lot more fun playing WITH games than I have playing games, if that makes sense.
