Here's what happened to me:
I took with me 2 pygmy tuna and 3 red tie guppy cause I found out I need to carry the fishes for them to count. I clicked craft and it took my mats and didn't make anything. Turns out the the pygmy tuna wasn't common (or white bordered), but it took the rest of the mats without creating anything.
So my guess with what happened to OP is there might be fishes that's not common (white bordered items) in his inventory, and the bug probably involves the game counting fishes without checking rarity, then only taking the mats that's correct, then since the there's missing mats, didn't create the item to be crafted.
So maybe to fix, just make sure the fishes you're carrying is 5 common fishes. the rest of the mats can be in boxes.
I did just that. took 5 common fishes and put them in my inventory and the game crafted the item like normal. Only it already took 6 common fishes i was actually willing to lose. 8 iron ores and precious planks cause I tried to craft twice before I realized my mistake.
