I've been fishing for ages and still can't get the seahorse. I have the mod to show which fish I can get in fishing locations. Anyone else struggle for hours to get a seahorse?

It's just RNG, or your fishing skill tree level is not high enough.

I was fishing down at the docks and caught one, maybe try to spend some time there fishing
