Weapons Merchant

I've read through the forums, tried finding all the pictures I can on the web. But it keeps leading back to just being... confused.

As part of the Moon dragon's altar's requirement, I need two lockets for a collection but completing the requirement needs the use of the weapon merchant's cart.

According to the wiki, Scott is supposed to be west of the town hall. Yet when I go west of the town hall the only people standing / selling there now are Kelsey and Romana.

On the map it shows the wagon of the weapon merchant's located directly above the salon and clothing store.

I am unable to complete the Phantom helmet requirement without the four trinkets which are only sold by the merchants and not craftable.


Not really sure what I am missing, if anyone has some suggestions / guidance, it's greatly appreciated in advance...

Great thanks! I had no idea there was a switch bimonthly. That makes a lot more sense now.
