Festivals in coop?

I don't know if this is a bug or we missed something, but my brother and I have been playing coop and we had our first festival (lantern). However while I could see Lucia and attend the festival, she wasn't there for him and he had no way of joining the festival. He did the previous quest that required giving someone 2 cloth but he never got the quest to attend the festival. Did he mess something up?
