Rupert's quest won't finish

So Rupert asked for apple cider. I made apple cider, went to him, and he's not taking it. Just keeps talking about fishing. I know I have the correct item because the quest in the side bar is green and tells me to take it to Rupert. On the map it doesn't show a question mark anywhere for him. I go to him anyway, and the quest won't finish. He won't say anything about apple cider.
Any ideas?

Does anyone else have question marks on the map? It might be that there's a mislabeling on who the quest is actually set for, though I haven't experienced this quest myself.

Yes, I had question marks for others. None currently though. I'll go check Nel'vari even though I got the quest in Sun Haven. I did all the other quests I had and was wondering why Rupert's question mark wasn't showing up. So I went and found him and then couldn't give him the item.
Edit: No quests in Nel'vari so not that either. Closed and reloaded the game and still nothing. Meh. Just a bugged quest.
