Jun's Town Beautification Bugged

Something happened with this quest, I placed 3/4 flowers but the Tavern Flower location is not there. I checked online where it's supposed to be and there is no transparent flower there to place my last flower in. Please Fix!

Go behind the tavern (there's a little road to the right of the tavern). The flower goes right in front of the tavern's planted fields up there.

Sounds like there's some randomness to the quest. My bridge flower was on the stone part of the bridge, same zone as the tavern, and my tavern flower was in FRONT of the tavern, just to the left of the door.

2 of my flowers were on the same road, the bridge port and the tavern one.

i have actually had my flower on the bridge right before you get to the tavern not appear at all, until i quit out and re-opened my world, then it was there so i could place.
