House upgrade kit
How do I use the tier 2 house upgrade permit? I bought one from Bernard, I've tried left and right clicking on it and it doesn't appear in my menu at the crafting table. What do I do?

You need to craft the actual upgrade at the construction table.

Ah now I get it, thanks! I've made a construction table and I can see the option to make the house upgrade kit. Now all I have to do is split a ton of logs and stone!
