Here's a quick guide that enable the use of console commands in game, use this at your own will.

Press ESC in game to open the menu
Press the following buttons at the same time - (F1 + LeftShift + W + A + S + D)
Type "ImACheater" in the input box

After this open the chat box and press / to see the list of commands.

You don't have to type anything in the input box. You simply do everything as described above, press ESC and then press all the buttons at once. This is neither easy nor will all keyboards support pressing 6 keys at the same time, so if you aren't able to follow the steps described above, the cheat enabler mod might be your only way.
You will notice that it has worked when you open the chat box with return and type "/". The game will then propose some commands to you.
