How do you Unlock S Rank?

Finished all the character quests for a couple of my characters and upgraded their abilities to Rank 3 not sure what how to make them more powerful.

Also do i have to level up all characters or can i stick to one to beat the game?

Playing on Gamepass.

When you get the wizard hat after gathering the second and third gem fragment you unlock the quests up to S rank.
Before that I found a hammer that gave me a combat quest. when I finished it he told me the wand was only at half strength and activated the quests for B and A.
