what does the etcs message mean? that "W 24" for example
as topic. what does W + number mean?
and , when to change radio channel ? any reference documents ?

The Polish railway regulations refer to every sign with its assigned number, as detailed in the chart here[forum.simrail.eu].

So W24 would mean "drive on opposite track". Yes, these messages will be helpful only if you know the regulations :-/

As for radio channel, that's what the W28 sign is for. Change your channel to whatever yellow number is on the round sign. With ETCS, you'll see message saying something like "W28 - R5". That's your radio channel right there.
