Performance
pc: 5950x, 32gb, rtx 3080, 4k screen, w10 64bit
Performance is rather low.
interesting fact. DLSS is on by default even if in options it's "off".
performance 20-45 fps @ max out
the game is eating 10GB vram easily.

My system: i9-10900KF@stock, 32gb ram, rtx 3080@stock, 4k screen, 10 64bit, dlss quality = 60 fps (locked@60fps) @max out.

Keeping in mind, optimisation often done quite late in the development cycle (ie, devs not wishing to consume time on optimising part of a game if potential for later on it's decided to alter in some way that resulting in that optimisation work moot). One of the risks to be aware of when buying into an Early Access title.
r5 3600 1070ti 32gig 3200 ram and i run stable 80 while game looking better than all the competitors. There is something wrong with your rig or you dont know how to setup options.

Did you enable XMP and update your drivers?

The game have poor optimization for high end hardware.

I'm running with settings medium to high a on Windows 10- 64 GB RAM - RTX 3070 Ti - SSD with frames capped at 100 FPS. Typically runs 60-90 FPS with some occasional dips in FPS. I had the same exact dips in performance with TSW and all prior train sims I have owned no matter what I tried, always while running at speed on the rails. It's actually somewhat less frequent and less severe for me on SimRail though.

Is your monitor 4K like the OP's, or a lower resolution?

games runs solid 60fps on a r5 3600 and GTX 1650s with all settings on high and DrawDistance around 80% at 1080p, if something it has better optimization and framepacing that TSW3/TSC or ANY other "modern" TS

I have 50-60 fps and more on Ryzen 3700X & RTX 3070 - resolution 2160... Something with your rig is not right...
