Dispatcher mode

Will the dispatch mode be available in the single player mod or only in the multiplayer mod ?

I’ve heard that, too, but I have hope that there’s a singleplayer tutorial mission at least. Otherwise I imagine multiplayer mode will be complete and utter chaos around the clock.
