Back in the Win 3.1 days I made a bunch of levels with ROTTEd, which I recall had a learning curve to learning to do more sophisticated things like timers. Opening existing levels & seeing how they work is probably your best bet.
That clock sprite is useless. If you add another link item behind a closed timed door - editor said that this is not a touchable object ect. And if you delete that link object behind a door you can go into a loading screen and the game crashes with a message - no end time clock was found for item linked at..... Like I said I tried everything and it just doesn't work. This must be a bug in map editor.
