I personally think any homage to Quarantine is worth some appreciation and attention. It wasn't a very well known game and it's best version (which is still one of my favorite games) was on a system not many people owned (3DO). So, I think it's really a matter of whether you're a fan boy like me. Granted, it's in need of refinement to even come close to being as playable as the original, but the devs are great at responding to feedback and making the necessary changes to the game.
As for why their isn't just an actual Quarantine remaster/remake, I'm guessing it has more to do with copyright issues that anything else. I'm not even sure who owns the IP. If it was that easy, it would have been done, and I'm not sure a two man dev team would have been able to secure the license.
