How are power generation costs calculated?

Gas Fired Plant.
Output - 100
Expenses - 1400
Operating cost - 7

I don't get it. Why is the cost 7?
Shouldn't it be 14?

Hi,

The gas plant cost 1400€ per day no matter what comes out of the plant.
7€ is the cost per MWh produced with the plant.

aaah, so the 'Operating Cost' is on top of the 'Expenses'.
I thought they were the same thing. Thank you for clearing that up.
