It means the first crew skill on them cost nothing, and the second skill would cost as if it was the first, and so on.

The first crew skill is cheaper to 100% than the second and so on. On a zero skill crew the first perk is 0 xp and the second is what the first skill would normally cost xp wise.

Why did they remove the zero-skill crew members from the Battle Pass? This decision is simply stupid. Wouldn't it be better to let players enjoy the game? Do they really have to make everyone unhappy and stop playing the game? Does this make the game developers happy?
