Report a translation problem
This is the first time I've heard of steam requesting account deletion. But if you have created a new account, that's okay.
All you need to do is log into your old account with your credentials (username and password) in your personal account page: https://eu.wargaming.net/personal/ and check if there is a deletion mark. If so - remove it.
After that reconnect your steam account to your previous WoT account. Unfortunately, there is no separate button, but this can be done through the game "WoT Blitz", you will have to download it, go through the Tutorial, after which you will be asked to link your account. Use the email and password of the primary account.
In general, account changes can occur if you have played, for example, in Europe, and decided to move to the Asian region. Since account transfer is not provided, then a new account has been created for you in this region.
