But in order to invite a player as your referral you really have to play a certain number of battles. This is done on purpose. Since a newbie cannot be a commander and use the referral program from the start.
As kruvoy noted, a player does not need X amount of games played to play with friends. Platooning is available from the 0 game played level.
There is a separate referral program. You are conflating the two.

In this referral program a player needs X amount of games to be a "Commander" in order to invite other players to be "Recruits" and then they both earn extra bonuses and premium tanks by playing together.
This is a designated mentor/mentee program. Obviously there should be a gate or minimum standard, for what players can be "Commanders". In this case WG has chosen games played. A poor choice IMHO, but ce le vie.
There is no requirement to participate in the Referral program in order for you to play with your friends.
