For instance tier 8 med tank has average pen of 208 at max range it is reduced to 152 then you have prey to god that the game will not roll this in CQ combat wher you have 20 meters between you and enemy. And this is why there is a lot arty and HE spam in the game because even gold-turned-premium-ap/apcr-rounds suffer from this to put it simply you can have 292 pen shell shot at weakspot at point blank range and do zero damage because either bounce or the game will just roll a critical hit for zero damage in other words shell wasted while in case HE you will almost always deal damage and in terms of credits spending it is sometimes the best option.
