From what I can tell from the NEKO PARA L O R E they go from kittens to having humanoid adolescent bodies in the span of under one year

Chocola is 9 months old and has an apparent age of 16-20

Coconut is 1 year old and has an apparent age of 18-22

This seems to be just a consistent acceleration of age, but just look at
Azuki, she's THREE years old, and has an apparent age of 12-16.

This means that catgirls age at about 20x the rate of humans, and will RETAIN their physical youth at around 1 year of age
Looking at the lore texts,

"In general catgirls mature much faster than humans, reaching sexual maturity at around a year - the youngest so far being Chocola and Vanilla at 9 months old, with all the other catgirls having been stated by Shigure to have gone into heat before Vol 1 and working it off with excercise. Likely because of their rapid growth, they must pass a social skills test to earn their bells and their independence - although Cinnamon states only 1 in 10 catgirls ever pass."

So basically 1 in 10 catgirls are ever actually emotionally mature enough to function as an adult
And of course the oldest catgirl is actually the youngest looking
Not only that but here is more lore:

"Catgirls were once left homeless and living in the streets, but now they are domesticated by humans and aren't allowed to go anywhere by themselves without their masters unless they have a bell."

So lets look at what we have here:

1. Catgirls rapidly age from kittens to young adult bodies within at least one year
2. Catgirls apparently STOP rapidly aging (outward physically) after that point.
3. 9/10 catgirls are mentally unable to operate in society
4. Catgirls go into heat and must either work it off with exercise or sex

Now lets look at some properties of normal cats:
1. Able to hydrate from drinking saltwater
2. Predator animal
3. In addition to being predators, natural ability to balance and stalk prey without being spotted
4. Variety of fur colors

Now this brings us to my point and theory, why catgirls exist. In no place in nekopara, Is the existence of catgirls explained. I think that catgirls are the result of a failed military experiment to grow an army of test-tube super soldiers. Lets look at the evidence.
1. Catgirls mature incredibly fast, you can grow an army in 1 year
2. Catgirls STOP aging after maturity, they STAY at their physical peak for longer than humans do, it is stated in volume 2 that nekos live a long time, so you can have an eternal army of supersoldiers viable for an entire generation.
3. Natural ability. If someone was to create an animal-person hybrid for the purpose of creating a soldier, then a cat would be a prime candidate. Cats are social and can understand each other's body language without speaking, they are predator animals and naturally are stealthy. Having fur makes them able to survive in cold climates such as the Russian frontier, longer than a human could with just clothes. you can genetically tailor your catgirls to have black fur for night assassinations, or white fur for camouflage in the snow. An enhanced ability to detect scents would allow a soldier to track down a target.

This is all evidence for why catgirls are supersoldiers, but why are they failed soldiers?
1. They go into heat. Good supersoldiers do not have a sex drive as that would distract from the operation, perhapts the designer tried to leverage the cat's heat instinct into a combat instinct (they need to exercise to work it off) but it's mentally debilitates to their already slow mental capabilities.
2. 9/10 of catgirls are mentally deficient. Being able to strategize during battle is critical, the fact that only 1/10 catgirls could even operate in society shows that only 10% of your batch would be viable as soldiers.
3. Inconsistent growth. Having soldiers that will either grow to to have the physique of a 14 or 20 year old also will affect your yield. If 1/10 catgirls make good soldiers mentally, then how many of those are the runts of the litter?
4. Homelessness. It is stated that "Catgirls were once left homeless and living in the streets", now this is incredible vague, however this leads me to think that catgirls have not always existed in the Nekopara universe, only recently have they been introduced, leading them to have a housing crisis. If catgirls had always existed, then they would integrated into human society as they evolved alonside them.

But who knows if the catgirl super soldier experiment failed? It could be that this was just the first batch, and the military already has elite catgirl soldiers. Or, could this be an explanation for the absence of cat boys? Could they all be enlisted in the military because they are more suited for combat, while the catgirls are just dumped onto the street as failures?

Pretty well thought out (though it's not the first time someone has theorized along these lines). Anyway, some relevant things, straight from Sayori herself. Particularly #5, although the OVA Kickstarter had already given us that bit of info.

As far as judging they're physical age goes all shown catgirls are of different species thus without another reference to go off of not really a accurate way to do it. For a example I believe it was stated that Azuki was a species known for being small while Coconut was stated to be a species known to be large in height at least Chocola & Vanilla are mixed breeds can't really speak for them but none the less I believe it was stated that each breed/species of catgirl grows physically at different rates thus can't use it to tell there physical age at least without more then them to use as a reference. Now in regards to them being failed military experiments that's another hard thing to believe as I can't see how they'd be allowed to be let out that be a massive scandal that the government any government would either hide or not be allowed to just leave be they wouldn't have been homeless. Now them being either 1.A failed science experiment of some random company trying to study perhaps how well humans & cats genetics can mix & just couldn't produce a male variant thus considered it a failure & secretly let them all out is more believable. Then there's possibility number 2. They didn't evolve along side us but have only recently evolved & were simply newly discovered by humans & either A someone brought them over from what ever place is there original habitat or B they went onto someone's ship looking for food then ended up in human society & gradually integrated into human society. Now you might be asking then where are all the catboys if they evolved either A they just aren't shown & mentioned as they aren't essential to the story or B the species simply just didn't evolve with males they wouldn't be the 1st species that doesn't have a male & just has females its just a rare thing to happen is all.

I didn't read your many, many paragraphs but it stuck out that you were using Azuki's *apparent* age as a reference point. Azuki is a Munchikin breed so she's tiny. Chocola and Vanilla are mixed, Coconut is a Maine Koon, hence her large size, etc.
