Fugu
So I caught every fish but this one.
I know it is located in the sea, but I assume it has different circumstances to appear.
Caught the kingfish during a thunderstorm in the ocean with blue bubbles.

What do I have to look for to catch the Fugu?

Rain and Golden bubbles. Some will say that you need to catch them during a thunderstorm, but I have caught all mine in only rain. Same with the Kingfish.

It's caught at Dazzle Beach while it's raining. I don't remember what color the fishing spot was when I caught mine, but I've only caught one and I fish a LOT so it's apparently pretty rare.
