The Mushu Program quest not working

I am at the point in the quest where you place the ink blot in front of the beast's house which I have done, but now Mushu and the Beast won't talk to each other, they just stand in front of the house constantly moving, i've moved the sign and i've moved the house and nothing has worked.

Is the quest tracked. Can you clip into them and maybe force the trigger.
