Sally's Quest Not Starting

I have completed all the needed quests with merlin and gotten jack to level 10 and did his quest and Sally's quest still hasn't started. I have the other character's houses placed for the quest as well but I am not getting the letter to begin. Even when I go to Anna's house it doesn't work. Anyone know any other tips to fix this?

Wiki says you need Mirabel level 2 quest finished. There might also be a timed wait before Jack sends the mail.

Big thank you @Thanatos! Had the same issue because i never finished the quest with renovation of my house (even so Mirabel is already level 10 because of gardening...).

After completion i immediately got the mail for Sallys quest without having Jack at level 10. Time to finish the last event task now :)
