Clams/scallops aren't respawning

I need scallops and clams for meddling mirabel, but DB remainds empty, despite there being none in not a single hook or nook. I checked. What could be wrong?

Don't adjust your system clock to time travel, it can and will break your save. How long have you waited for respawns?
