Uncanny Romance quest for Sally

I'm trying to set the stage, but can't figure out what the Holiday Tree-Portal is and how to get it in my tableau. I've placed everything by the tree with the pumpkin on it, but no dice. Any advice?

I had to remove the tree and place it again.
