When do i get jack ?

I have unlocked forgotten lands mickey, merlin, goofy i have at level 10 .. do all characters have to be 10 before i unlock him. im so lost

You will unlock the quest to obtain Jack after completing the first quest involving The Fairy Godmother, just look around for dolls.
