There is a way to increase your chances somewhat though:
Fish the white and blue circles when it does not rain and leave the golden circles alone. It will take a while, but you can actually get all the circles to become gold this way. (it may help to also fish all the golden circles in the other biomes, though I'm not sure about that) Then when all of the circles (or at least a lot of them) are gold, wait for a thunderstorm and then fish them all up. In my experiments with this I ended up with between 1-3 fugu per round myself.
Yes and don't forget to take a fishing friend with you.
You can see this working by going to all the biomes as soon as you log in and see they always appear in the same spot every day. Fish up all the spots in the Frosted Heights, then go to the Forgotten Lands and fish the gold spot, run back to Frosted Heights and a gold spot will have spawned.
This is a genius idea.
This. I've also mentioned this before in another thread. The common misconception is that it HAS to be thunderstorms when, in fact, it does not.
