Yes, but once sometimes the game decides not to give you regular gem variants and only give you shinies.
That may be my imagination or that there is some kind of "history" file that makes the RNG roll slightly better if you are using a more mature character (with regards to the special they possess.)
Shiny Gems sell for a lot more.
If you get a Shiny Gem you can sell it. You know you won't have to save it in case it is part of a quest.

It's not necessary to fulfill all 3 daily gifts for NPC, especially once they are max level. People can if they want to.
