Glitch in Back from the Bayou quest

I don't normally complain when there are glitches come up cuz DDLV is spaghetti code like all actively updating games, but Tiana never gave me the final ribbon for the quest nor has it ever spawned in Scrooge's shop so I can't complete the quest.

I am trying to complete Back from the Bayou. I don't have Bistro table or Bistro chair available to make, even though I have passed the rest of the quest up to this point. Tiana keeps telling me to come back and check how it's going, but I can't build the table or chairs. Is anyone else having this trouble?
