Sunken Ruins Quest Glitch

I have gotten all the flickers and unlocked the ancient ruins, but when I enter, Merlin doesn't spawn in for me to talk to him. He has no other active quests, I tried having him following me when I enter the ruins, and even quit the game three times, Idk what to do.

I can't remember exactly how that one starts anymore, but you might wander around inside and try collecting things and seeing what is what. I vaguely remember having to move some items around inside the ruins to open some doorways before things got going.

I've unlocked the ruins, Merlin just won't appear inside the ruins for me to continue the quest.
