It sort of made sense when the game was in "Early Access" and the story they were spinning was that the story was being cooked in installments and we were essentially the play testers.
No real excuse for that now and they should have just set a price for what they had accomplished, not what they plan to accomplish over the next year. This is turning into a very Star Citizen sort of game design. They charge us for in game content, they charge us for stuff they have not even created yet...what they do release is full of bugs (I guess EA was not very helpful for them).
Glad I decided to wait to see if it will be worth it sometime later in 2024.
