Moana Realm blue orb in ocean

So whenever I hop into the Moana realm I see this blue orb floating on the ocean next to the island where you're meant to utilise the blue potato to find the blue shell. I couldn't get the orb then and I still can't manage to get it now. Any ideas as to what I should do in regards to that orb floating over there?

It is wise to use a guide for any of those odd potato or bottle extra quests. I seem to remember it was hard, even with guided help, to reach the out of bounds areas to pick up things needed.

It really feels like the game does not want you going to needed locations but if you keep plugging away you finally find the little slot where your character can travel to the location that appears to be out of bounds.
