Verify game files, make sure your operating system and graphic drivers are up to date.
Turn off other programs operating in the background?
Turn down graphic options in the game?
Honestly, without knowing a lot more about what you are playing on, and specifically what you mean by rubber banding, whether you have MP on or not, and a lot of other factors....it is hard to give any advice except the basics above. You should already know those.
this happend only once to me - but a restart of the games helped.
you could try to turn vsync off/on and change fullscreen/windowed-mode.
I don't remember right now the specs of the pc but I could play normally when I started so I don't think it's an issue related to specs.
Drivers are up to date; I will try to turn off even more background programs, tamper with vsync and fullscreen\windowed mode.
I don't have many games installed so I will make an educated guess and say that isn't the problem.
Just to be a bit more precise @Mr. Bufferlow, with rubber banding I mean my characters get teleported back into previous position when I move around, so it's like I'm moving forward then get teleported a couple of steps back and keep going forward.
Rinse and repeat.
turning off the Vsync solved the problem!
