transfer cloud save?? should be easy but not.

Ok so I bought this game and used it on a pc that i no longer have access to after a break up. I have the local save at 18 days of play and exp level 40 and i have bought alot of content. I thought everything was being saved to the cloud save but to my surprise it is not. i discovered this trying to move it from a friends PC to my XBOX. Is there no way to update the cloud save with the local save? how do you move it? i really dont want to lose all the progress.

You can force update the cloud save in the menu.
Should be able to pull down the latest when you put your cloud account on your new thing.
