I have a quest to retrieve a lion statue on skull rock, I can't get on skull rock

If I remember right it should be near the entrance on the small island. Vaguely remember maybe I had to dig?

I had placed Ariel and Maui's homes near that spot, so I had to move them away before the hole opened for me to dig.
