Out of curiosity, have you tried removing his RV from the valley (placing it in storage), restarting the game, and placing the RV back in the world to see if it "fixes" the spawn point of the alien doll? Probably won't work, but worth a try if you haven't.
When I was doing it my last alien was right behind Scars Hideout just out of eyesight. Dont ask me how I saw it but I recommend cornewr checks throughout the valley.
Theoretically, forever, or until you collect the final alien. Only a developer could answer whether or not the quest will "soft" reset at some point whether it would be because of time, an update, etc. My suggestion is to just play the game and enjoy it. The rewards, as has been pointed out in another thread, aren't that amazing to the point one should stress about it.
On a side note, if you're on the step to find them in the world (not inside houses or the "attic"), one toy will spawn in each zone. If you remember where you picked up a toy from on the most recent attempt at collecting them (provided you collected 8 the first time), that will narrow it down to 2 zones that it could possibly be in; 8 zones total, 7 spawned, and 6 collected leaving 1 alien in 2 possible zones.
