Cook meals with Basil

I am stuck on this one since I cannot find any way to unlock Basil, or any other character from The Great Mouse Detective either, come to think about it. Any hints?

You can find Basil in the Peaceful Meadow. It is the area downstairs from the Plaza before the beach. IT grows there random just like Oregano in the Plaza.

Yes you can pick it in the meadow. It looks short with fat leaves.

By the way the easiest recipe for it is just basil, that will make hors d'oeuvres. That will fulfill the task, with fewer items used or wasted.

Basil is all over the place between the meadow and the plaza....by the way i just cook the Basil 10 times and it worked it completed the task
