Yeah, that's what I'm afraid of too. But it is single-player, so I'm hoping people will make mods anyway, I just hope the devs don't ban people for that or something...
Why lol? As long as you're not using any "harmful" mods, devs shouldn't ban people for modding their game. I mean, it's possible they will go down this road, but it would be absolutely indefensible from a customer perspective.

Hate to break it to you, but lewd art of Disney characters has existed since long before the internet. Mods would change nothing.
As creator content "may" contain offensive material it would be in breach of licence.
Never deterred anyone before, either. There will likely be mods regardless of official support or not. That's simply how it is.
